Q Restaurant & Bar is a family-owned restaurant in downtown Portland, Oregon. Established in 2016, we created a uniquely beautiful space to share our love of great food, fine wines, and the belief that dining itself is an enriching experience.
Our restaurant features a comfortable bar with panoramic windows, an airy dining room, and an open kitchen with seating and views from our Chefs Counter. Executive Chef, Anne Cuggino, takes the helm in our kitchen, continuing her life’s work: cooking from scratch using the best ingredients available for our guests.
We want you to feel welcome in our space, whether you are here for a quick bite, a family dinner, or a romantic date night. Our dedication to the details that matter for every guest is evident in all that we do.

Executive Chef Annie Cuggino has spent the past 20 years creating strong and lasting relationships with many local farmers and producers, whose products are featured heavily in her menus.
Chef Annie earned her degree in Culinary Arts from the Culinary Institute of America in Hyde Park in New York. Her first break into the culinary industry was at the Union Square Cafe in New York City under Chef Michael Romano and owner Danny Meyer. Their highly knowledgeable yet nurturing atmosphere majorly impacted Annie’s style and the importance of mentorship. Quickly working her way through the ranks from prep cook through hotline grill, she was in attendance when the restaurant won a coveted three stars from the New York Times. After moving to Portland, Oregon, Chef Annie became the Executive Chef of the Veritable Quandary, where she was instrumental in the 22-year metamorphosis, changing a casual bar into the fine dining establishment Portland had come to know and love. She continues her legacy at Q Restaurant & Bar, focusing on hyper-seasonal ingredients in unique, and modern ways.
Executive Sous Chef
Victor Martinez grew up in a small town in Hidalgo, Mexico, where his family farmed crops such as corn, fava beans, and squash. Victor has been working with Chef Annie for 20 years. He is a naturally intuitive chef with a palate that doesn’t fail. Victor contributes beautifully authentic Mexican dishes and techniques to our menu. His food draws fans from guests to staff alike. You can visit with Victor at our Chefs Counter in the evenings to enjoy his warm and generous spirit.
Gigi Minshull, a Bay Area native, studied music at San Francisco State. Gigi first worked in restaurants as a teenager and has over eight years’ experience in bar & restaurant management. After moving to Portland seven years ago, she joined our management team in September 2019. Gigi manages our service staff and shares our commitment to providing outstanding hospitality to every guest.
